Inactive Designations
Should an umpire become inactive for a certain period of time, the following apply.

A Level V umpire who does not meet all the criteria outlined under "Maintaining An Active Level V Status" (for instance, he is inactive on the field) but meets the administrative side of the game as an instructor, umpire-in-chief, evaluator, Blue Convention presenter, etc., will be declared Level Va. If all activity has ceased with regards to provincial or national umpire program work, then the inactive Level V will be designated Level Vr.

1) If an umpire does not officiate or register as an umpire for a period of one year, he may return to his previous level upon re-entering the system. This can occur only once.
2) If an umpire does not officiate or register as an umpire for a period of two or more years, he may return to one level below his previous level. He must attend the appropriate certification clinic (one level below) to regain his previous level. In addition, Levels III and IV umpires must be evaluated at a provincial/territorial championship or a Canadian Championship in order to complete the certification level. The evaluator must be a Level IV or V umpire.

A Level V umpire can return to Level V status if away only one year and with the approval of the National UIC. After one year, the umpire may request Level Va status or will be declared Level Vr and must be evaluated at a senior tournament (Canadian Championship or Softball Canada recognized event) in order to be reinstated as an active Level V.

An umpire may request an exemption from the above process if attempting to return to his previous certification level after a two year absence from Canada, while he remained active in softball in another country. Documentation verifying his umpiring activities during his absence must accompany the request.
